Heather Boulger

Heather has 28+ years developing partnerships, generating resources and advocating for workforce solutions for Berkshire County. Under her guidance, the Berkshire REB has become a key player in statewide workforce and economic development efforts that result in a skilled workforce, prospering businesses, and equitable access to meaningful career pathways and quality employment for residents and youth. Heather is known for igniting the School-to-Career initiative, building industry sector pathways in healthcare, technology & manufacturing, and implementing the Berkshire Workforce Blueprint to connect employers with services throughout their business cycle. During her tenure, she has assisted thousands of companies, job seekers and youth, and generated more than $25 million in new resources. As a native of North Adams, Heather currently serves on the North Adams Council on Aging and American Legion Auxiliary, and was on the North Adams School Committee for 24 years. Heather has a Master’s Degree in Education, a Master’s Degree in Business Administration, and Program in Negotiation Certificate from Harvard Law School.
