Chris Shannon (she/them)

Chris is a Senior Policy Associate with the Corporation for a Skilled Workforce’s Improving Practices and Outcomes Team, supporting systems change and transformation by developing organizational capacity through learning conversations, data analysis, and promoting shared insights to benefit systems.

Chris has over twenty years’ youth workforce development experience, including with the US Department of Labor, local workforce boards, a community college, and within secondary and postsecondary education systems. This positions them to see the interconnectedness of community-based systems, making it easier for to identify potential partners, policy improvements, and levers of change and influence.

Before coming to CSW, Chris facilitated five national cross-sectoral policy conversations; two focused on the foundational role historical racism played in the development of financial education programming and how financial wellness is defined. Prior to that, they helped the Boston Fed create a new strategic focus on increasing the quality of jobs for lower-wage workers and realign an historical youth internship program to ensure more equitable opportunity and outcomes.
